Development Christchurch Limited (DCL) was established to contribute to the regeneration and redevelopment of Christchurch, New Zealand. DCL’s purpose is laid out in our Statement of Intent – we’re here to contribute to the well-being of Christchurch through the improved economic, social, community, and environmental outcomes that successful development, investment and regeneration bring. 

We are carrying out this mandate by facilitating, supporting and transforming development and investment opportunities to deliver strong outcomes to the people of Christchurch.

We facilitate development by matching investors with development opportunities. We use our professional, community, and third sector connections to break down barriers and influence others, including other Council owned entities, to enable and accelerate development and investment opportunities.

We support Christchurch City Council by acting as an independent advisor. We provide strategic and commercial advice and support to the Council’s senior leadership team and Elected Members.

We look to transform Christchurch’s urban environment by accelerating the development and regeneration of selected parts of our city; working alongside others, identifying uses for surplus Council-owned land, and applying our commercial expertise.

While the challenges since the Canterbury Earthquakes of 2010 and 2011 have been significant, there has never been a greater opportunity to shape the future of Christchurch. We look to partner with prospective investors and developers to contribute towards a city that we can all be proud of.

DCL is working on a portfolio of exciting place-making projects that will have tangible benefits for the people of Christchurch. As a wholly owned subsidiary of Christchurch City Holdings Ltd, DCL has an important role to play in the present phase of regeneration. A key part of our vision is to ensure communities are involved in the decisions that affect them.
