Development Christchurch Limited (DCL) was established in late 2015 as one of three new public sector agencies to spearhead the regeneration and redevelopment of Christchurch, New Zealand. We’re here to contribute to the enhanced well-being of Christchurch through the improved economic, social, community, and environmental outcomes that successful development, investment and regeneration bring. We are carrying out this mandate by facilitating, enabling and transforming development and investment opportunities to deliver great public good outcomes.

DCL is a lean organisation that has already begun work on a number of exciting projects that will have real, tangible benefits for the people of Christchurch. We will also be providing strategic and commercial advice to Christchurch City Council and acting as the Council’s commercial lead on development projects as required.

As a wholly owned subsidiary of Christchurch City Holdings Ltd, DCL has an important role to play in the new phase of locally led regeneration. A big part of our vision in executing this mandate is the idea of putting communities in front of the decisions that affect them. Our Stakeholder Engagement Framework is based on the internationally recognised IAP2 Principles of Public Participation and is indicative of a step-change in the way regeneration agencies in Christchurch engage with the public.

In the coming months, we will be working with Christchurch City Council and new agencies Ōtakāro and Regenerate Christchurch in setting the stage for the next wave of major redevelopment and revitalization projects in the city. We can’t wait to show you what we’ve been up to.
