DCL is a Council Controlled Trading Organisation (CCTO) and a wholly owned subsidiary of Christchurch City Holdings Ltd (CCHL). We work alongside Christchurch City Council, Regenerate Christchurch and other agencies and stakeholders to contribute to locally led regeneration plans. Our primary roles in the regeneration community are to:
Apply a commercial lens to development projects in order to deliver strong public good outcomes.
We will use our commercial expertise and capability to effectively engage with the private sector and enter into arrangements and partnerships which contribute to regeneration and growth.
Implement Christchurch City Council’s Suburban Master Plans.
As Christchurch City Council’s development agency, DCL will form implementation plans for Council’s Suburban Master Plans. These plans will demonstrate a comprehensive path to delivery of key capital works committed to by Council.
Make Christchurch an Investor-Ready City
DCL will leverage public sector investment and work directly with private sector investors to reduce risk and drive investment in Christchurch. We will raise investor confidence and facilitate new investment by providing a consistent experience for investors.
Commit strongly to meaningful participation as the cornerstone of stakeholder engagement.
We are committed to demonstrating step-change in the way public sector regeneration agencies approach community engagement. Our Stakeholder Engagement Framework adopts the internationally recognised IAP2 Core Values of Public Participation as the guiding principles of how we engage with stakeholders and the community.
Provide commercial and strategic advice to Christchurch City Council when requested.
DCL will provide a fresh set of eyes for Council as they take the lead on commercial and strategic decision-making.
